Captain Joe Reid Scott, USNR (Retired)
Office Duties
A County Veterans Service Officer shall aid any county resident
who served in the armed forces of the United States and any dependents
of the veteran, to prepare, submit and present any claim against
the United States or a state for benefits to which the veteran or
dependent may be entitled under US Code of Federal Regulations,
CFR 38 or any state law. The Officer shall defeat all unjust claims
that come to his attention. (V.A.C.S. Art.5787, Sec. 1(c). An Officer
may not charge a fee or permit the payment of a fee by an applicant
to a third person for any services the Officer renders.
Hopkins County is in the Dallas Area of 51 counties
in northeast Texas and is served by the VA Regional Office in Waco,
Texas, which serves the entire Northern half of the state.
The Hopkins County Veteran's Service Officer directly helps the 2800 Hopkins County Veterans and Survivors to receive $8,922,000.00 annually in direct cash compensation, pension, education and medical benefits. This huge sum does not include additional benefits such as free license plates, free hunting and fishing licenses, State Park access, cheap home and land loans provided by the State of Texas.

Captain Joe Reid Scott
Captain Joe Reid Scott, USNR (Retired), is the Hopkins County Veterans
Service Officer. He is Certified by the Texas Veterans Commission
and Accredited by the United States Department of Veterans Affairs.
He earned his Certification and Accreditation by
satisfactorily completing a two year residency, passing a comprehensive
examination and by maintaining at least 12 credit hours of continuing
education training each calendar year. The office must be distinct
and separate from other county offices and must be staffed by at
least one full-time employee.
Captain Scott is a native of Sulphur Springs, Texas.
He graduated from Sulphur Springs High School. He has degrees from
Texas A & M University-Commerce and the Naval War College in Newport,
RI. He retired from the Navy after 35 years service as a pilot and
naval intelligence officer. He has held 3 commands with one at the
wing level. He has served in Korea, Japan, Panama, Hawaii and various
other stations.
Captain Scott, in addition to his duties as Veterans
Service Officer, is Quartermaster of VFW Post 8560, Hopkins County
Military Coalition, Hopkins County Rangers, Military Order of the
Cootie of the US, Service Officer of American Legion Post 66, past
director of the Kiwanis Club, past president of the Hopkins County
Board of Realtors, Board of Directors, Hopkins County Crimestoppers,
US Naval Academy Officer for 1st Congressional District of Texas,
member of : NRA, TROA, SCV, NVO, Horny Toads and Veterans Service
Officers Association of Texas.
